New Horizons: Ukraine's Path to Space Cooperation with the EU

On October 28, the European Commission submitted a proposal to the EU Council to initiate talks on Ukraine's involvement in government satellite communications (Govsatcom) under the European Union's space program. This was reported by a correspondent from "European Truth" citing the words of European Commission spokesperson Tom Renier.
The European Commission aims to fully integrate Ukraine into European space initiatives.
"We seek to completely involve Ukraine in the Govsatcom program. Why is this important? Because defense and space are closely interconnected," Renier noted.
He reminded that Ukraine is already fully engaged in the EU's defense programs, and now "it is time to do the same in the space sector".
"Involving Ukraine in Govsatcom will ensure secure space connectivity, which is crucial for Ukraine's competitiveness, for the country as a whole, and for its citizens," emphasized the spokesperson of the European Commission.
The next step will be negotiations among EU member states and a decision by the EU Council on Ukraine's inclusion in EU space initiatives.
Ukraine's participation will ultimately be confirmed after the signing of a corresponding international agreement in accordance with Article 218 of the Treaty on the Functioning of the European Union (TFEU).
It should be noted that Govsatcom aims to provide secure and resilient satellite communications by combining and sharing existing satellite resources of EU member states and private operators.
The first step towards Ukraine's involvement in the EU space program was taken in April 2025 when the EU and Ukraine signed an agreement on participation in components of the EU's space program, such as Copernicus, Space Weather Events, and Near-Earth Objects.
In the context of Ukraine, the Govsatcom satellite network is viewed as an alternative to Elon Musk's Starlink network.
Additionally, it was reported that Brussels is exploring the possibility of creating a new satellite network for military intelligence.
