New Accessibility Policies in Ukraine

Ukraine has announced new regulations for creating accessible conditions (ramps and elevators) for cultural heritage sites.

According to the new government decree, the installation of such elements at cultural heritage sites or newly discovered objects will follow a simplified procedure, provided that these works do not require interference with load-bearing structures or engineering systems, and do not affect protected elements. Installation will be carried out according to the approved scientific and project documentation, the composition and content of which are defined according to DBN A.2.2-14-2016 “Composition and Content of Scientific and Project Documentation for the Restoration of Architectural and Urban Heritage Sites”.

“In the capital, municipal institutions are gradually becoming accessible. This applies not only to modern buildings but also to historical sites, where accessibility is implemented considering all conservation requirements. We are pursuing a policy of equal access so that everyone – regardless of age, health, or life circumstances – has equal opportunities to use urban spaces. The government has simplified the procedure, therefore we invite property owners – from cafes to cultural centers – to join in creating an accessible environment and to contact the Department of Cultural Heritage Protection. Specialists are ready to accompany all stages of implementing accessibility while maintaining a balance between the authenticity of the object and the necessary adaptations, as is done in European countries. Together with the owners of such buildings, we will transform Kyiv into a city where every space is convenient and accessible for all – for defenders, the elderly, and parents with children. Accessibility must become a standard, not an exception!” emphasized Deputy Head of the Kyiv City Administration Hanna Starostenko.
