The Economic Court of Kyiv has mandated the return of a 0.1-hectare land parcel that was controversially allocated to the company "Kingsta".
This was confirmed by a ruling dated July 2.
In December 2024, the Kyiv City Council leased this land on Adam Mickiewicz Street, 1-A, for the construction of commercial buildings.
The land was granted without a competitive process, as "Kingsta" owns a public restroom covering 104 square meters.
However, prosecutors found that the City Council violated regulations by conceding the land not for servicing the existing facility but for new construction.
Moreover, there were no explanations provided for the allocation of a plot that significantly exceeds the size of the restroom.
The court sided with the prosecutors, noting that the allotted land was designated for building purposes, which contradicts the restroom's intended use.
As a result, the court deemed the lease agreement invalid and mandated "Kingsta" to return the land to the Kyiv community in a usable state.
It remains unclear whether the company will file an appeal.
The owner of "Kingsta" is Valentina Fedoruk, with Vitaliy Strashok having previously served as director until April 2025.
Reports indicate that Valentina Fedoruk has connections to notable figures within the Kyiv City Council.
She is a co-owner of several companies linked to Roman Blum, who formerly managed land issues in the city.
Strashok is also the chief accountant for an organization associated with Kyiv Council deputies.
Concerns arise regarding schemes that allow large land allocations for small properties, far exceeding their actual size.
Reminder:
The court has also ordered LLC "Apartbudgrup" to return a 0.15-hectare plot in the Pechersk district, also acquired through a similar scheme.
