Updated Information on Housing Certificates for Ukrainians

As of June 1, over 18,000 Ukrainians have received housing certificates due to destruction caused by the war.

This information was reported by the Anti-Corruption Headquarters based on a response from the Ministry of Community and Territory Development.

According to the data provided, the total amount of issued certificates reached UAH 27.3 billion. Approximately 11,000 people have already utilized their certificates to purchase real estate, while the total number of applications for certificates has amounted to 48,387.

"Regarding compensation for damaged property, about 90,000 Ukrainians have received compensation totaling over UAH 9 billion. The total number of applications submitted so far is 147,747. This type of compensation includes two categories — payments for minor repairs and major repairs, with average compensation amounts of UAH 73,100 and UAH 341,500 respectively," the report states.

The Anti-Corruption Headquarters notes that the response to this request was received only after a complaint was filed with the Human Rights Commissioner of the Verkhovna Rada, as the request was initially ignored. The response took over three months to arrive: the request was sent on March 11, and the reply came on June 20.

The organization points out that the relevant ministry uses terms like "approximately", "over", and "almost".

"We hope this is just a shortcoming of the official who prepared the response, not a lack of accurate data within the ministry. In a sensitive area like reconstruction, there is no room for "approximately"," commented the chairman of the Anti-Corruption Headquarters, Serhiy Mytkalyk.

The Anti-Corruption Headquarters emphasizes the urgent need to open the Register of Damaged and Destroyed Property, which should consolidate all the previously mentioned information. The register must be public, with open information regarding the number of applications and compensation amounts, while protecting personal data of Ukrainians.
