Ukraine's Financial Needs Assessment Until 2029

The International Monetary Fund has preliminarily assessed Ukraine's international funding needs at $65 billion for the period of 2026 to 2029, which is double the previous government estimates.

This was reported by Roksolana Pidlasa, the head of the Budget Committee of the Verkhovna Rada, on Facebook following a briefing with the IMF's representative in Ukraine, Priscilla Tofano, for economic advisors from EU member states' embassies.

"The IMF is thinking in mid-term categories. The new cooperation program with the IMF will be designed for four years - 2026-2029. Indeed, the IMF preliminarily estimates Ukraine's unmet international funding needs at $65 billion for four years", - noted Pidlasa.

She explained that this funding gap is unevenly distributed across the four years, with Ukraine currently having the least agreements for international support in 2027.

Meanwhile, starting from 2028, the European Commission plans to allocate €100 billion for Ukraine in the EU's seven-year budget, which is already counted as part of the agreed funding.

Pidlasa reminded that just a few months ago, the government estimated the lack of international support for only two years at $37.4 billion, but these figures had to be revised due to the increased deficit specifically in 2026.

According to her, a key factor in assessing the need for external budget financing is the assumptions regarding the duration of the war and corresponding defense expenditures.

"It is possible to forecast the security situation in 2027, but in my opinion, it is purely theoretical. Therefore, in discussions with international partners, it is essential to show a mid-term perspective, but we need to focus on the most urgent task - covering the $18.1 billion that we lack for 2026", - emphasized Pidlasa.
