As of September 2025, Ukraine has recorded 788,507 enforcement proceedings due to unpaid utility bills. This represents a 13% increase compared to July 2024, and more than double since January 2021, according to Opendatabot.
The highest number of debtors is found in Dnipropetrovsk region – 150,506 or 19% of all cases. Following are Kharkiv region with 128,217 (16%), Donetsk region – 81,536 (10%), Poltava region – 57,605 (7%), and Zaporizhia region – 53,797 (7%), as stated in the research.
Analytics reveal that the majority of debts relate to heating services – 330,236 cases (42%). Water debts follow with 162,455 (21%) and housing services with 96,265 (12%). Significant debts also exist for electricity (87,708) and gas (75,522).
It is noted that women are more likely to be in debt – with 438.3 thousand cases (56%) against them compared to 350.1 thousand (44%) for men.
The primary burden of utility debts falls on individuals aged 46–60 years – 302.8 thousand cases (38%). The second largest group is those aged 36–45 with 194.7 thousand cases (25%). Almost as many debts are attributed to those over 60 years old – 194.1 thousand (25%).
As a reminder, the debt of Ukrainians for housing and utility services reached 106.6 billion UAH as of the second quarter of 2025. The increase in utility tariffs for the population in Ukraine is inevitable, stated the first deputy head of the National Bank, Serhiy Nikolaychuk.
