The Ministry for Community and Territorial Development of Ukraine announced new agreements signed at the URC2025 conference, unlocking investment opportunities totaling €3.55 billion.
This was reported by the department's press service.
"We received clear signals from international partners that they are ready to support our recovery. This is evidenced by the establishment of the "Recovery Coalition" and the signing of agreements totaling over €3.5 billion," emphasized Deputy Prime Minister Oleksiy Kuleba.
Specifically, the Ministry has signed:
- 5 agreements worth over €370 million;
- 6 memoranda worth approximately €379.3 million;
- 4 joint statements, 1 announcement of grant funding, and 1 approval for a total of €232.7 million.
Additionally, a memorandum was signed with the Italian Ministry of Foreign Affairs regarding insurance coverage of up to 100% for banks on export credits up to €1.5 billion.
"This opens up opportunities for mixed financing of projects for communities, combining concessional loans and grants, as well as purchasing Italian goods and services for recovery," the ministry explained.
Moreover, during the conference, 10 agreements were signed between the EU and development banks to finance recovery, municipal infrastructure, energy, heating, transport, and business support for a total of €929.3 million.
Furthermore, the ministry separately initiated the consideration of allocating €140 million from the Council of Europe Development Bank: €80 million for compensations to internally displaced persons for lost housing and €60 million for concessional mortgage loans under the "Housing for Veterans" program.
Within the URC2025 framework, Ukrainian communities and regional administrations signed a number of partnership agreements with European companies, with a total local agreement value of nearly $200 million.

Ukraine and the European Investment Bank signed a financial agreement for €134 million for the restoration of transport infrastructure.
