Decrease in Transfer Volumes Due to New Limits

Following the implementation of new transfer limits, the volumes decreased from 250 billion UAH to 170 billion UAH per month.

This information was shared by the Deputy Head of the NBU, Dmytro Oliinyk, during a meeting of the parliamentary committee on national security.

"This concerns transfers by clients who could not explain the purpose of the transfer and the source of the funds," he stated.

At the same time, the NBU is currently working on a draft law to establish a registry of drops.

"We will submit this draft law for the committee's consideration shortly," Oliinyk added.

According to him, the registry will be operational at least six months after the law is passed.

The NBU also emphasizes that individuals who end up in this registry will not remain there permanently and will have the option to exit. Stricter transfer limitations will be imposed on such individuals.

Reminder:

  • As of October 1, 2024, the National Bank of Ukraine established a monthly limit of 150 thousand UAH (instead of the previously announced 100 thousand) for individual transfers from card to card.
  • By April 2025, these restrictions were lifted, but a memorandum between banks is currently in effect.
  • According to the NBU, the transfer restrictions helped reduce the "anomalous surge" in transfer volumes and halted the increase in the number of payment cards observed in September-October 2024.
