The governments of Ukraine and the United States have signed a new agreement concerning the establishment of an investment fund for the country's recovery post-conflict.
This document was made public on the website of the Ministry of Economy.
The agreement outlines the creation of a fund that will facilitate investment for the restoration of Ukraine's infrastructure and economic development.
The American side emphasizes that this agreement opens new avenues for cooperation between the two countries, particularly in modernization and investment.
"This agreement demonstrates the United States' commitment to support Ukraine in its pursuit of stability and security," the document states.
According to the memorandum, both countries acknowledge Ukraine's significant contribution to ensuring international peace by relinquishing a substantial nuclear arsenal.
Furthermore, the U.S. respects Ukraine's commitments regarding European integration.
"This means the implementation of the agreement should not create obstacles for Ukraine's Euro-Atlantic aspirations," the Ministry of Economy noted.
Under the document, negotiation teams are expected to report on progress by April 26, 2025.
Text of the Memorandum
MEMORANDUM OF INTENT BETWEEN THE GOVERNMENT OF THE UNITED STATES AND THE GOVERNMENT OF UKRAINE REGARDING THE INVESTMENT FUND FOR RECOVERY
WHEREAS, the United States has provided significant support to Ukraine since the onset of the war;
WHEREAS, the American people are eager to invest in a stable and secure Ukraine;
WHEREAS, both nations seek peace and strengthening of their partnership;
WHEREAS, Ukraine has made a significant contribution to maintaining international peace;
WHEREAS, the countries plan to establish an investment fund for recovery;
WHEREAS, negotiations were held in Washington to finalize the agreement;
WHEREAS, the U.S. respects Ukraine's obligations to international institutions;
WHEREAS, the Prime Minister of Ukraine intends to visit Washington to finalize discussions;
NOW, THEREFORE, the parties sign this memorandum to expedite the preparation of the recovery agreement.
The document was signed by the U.S. Secretary of the Treasury and the Minister of Economy of Ukraine.
