New Sanctions Against Russian Propagandists and Shadow Fleet

The President of Ukraine, Volodymyr Zelensky, has enacted the decision of the National Security and Defense Council dated April 11, 2025, which introduces sanctions against Russian propagandists and the activities of Russia's "shadow fleet".

Details: According to decree No. 229/2025, sanctions have been imposed on 59 individuals (57 Russians and two Chinese nationals).

By another decree No. 230/2025, sanctions are introduced against 18 legal entities, primarily registered in Russia and engaged in informational activities.

According to another annex to the decree, 71 more individuals have been sanctioned. This list includes both Russians and Ukrainians, mainly related to the media, including Vadim Karasyov, Oleksandr Shelest, Oleksandr Sladkov, Andriy Norkin, and producer Yuriy Bardash.

In his Telegram channel, Zelensky pointed out that sanctions have been introduced against propagandists and Russia's "shadow fleet".

"New sanction measures. We are intensifying pressure on war propagandists and those who justify Russia, and together with our partners, we are blocking the activities of the Russian "shadow fleet". The relevant decrees are already published," the president wrote.
