Healthcare Financial Impact During the War in Ukraine

Over the course of three years of full-scale war due to Russian aggression, Ukraine's healthcare system has incurred losses amounting to $19.4 billion.

This information was reported by the Ministry of Health, referencing the Fourth Ukraine Rapid Damage and Needs Assessment report.

Experts analyzed the period from February 24, 2022, to December 31, 2024. The most significant damages to the healthcare system were recorded in the following regions:

  • Donetsk – 37.8% of the total;
  • Kharkiv – 12.6%;
  • Luhansk – 12.5%;
  • Kherson – 7.3%.

Compared to the previous assessment released in February 2024, the overall losses in the healthcare sector increased by 9%.

The needs for recovery and reconstruction over the next decade have risen by 14%.

The number of damaged healthcare facilities has increased by 36.7%, and pharmacies by 2.2%.

“This figure is preliminary. However, it is clear that the healthcare system requires significant investments and their rational use. Strategic priorities have been defined to ensure maximum effectiveness.

This year, a Strategy for the Development of the Healthcare System until 2030 was approved. We have two key vectors: to ensure the sustainability of the system amidst war and simultaneously focus on recovery, combining it with reform processes and improving functionality according to the principle of ‘better than before’, said Health Minister Viktor Lyashko.

It should be noted that according to the Ministry of Environmental Protection, the full-scale war has caused damage to the Ukrainian ecology exceeding 65 billion euros.
