Current Pension Statistics in Ukraine for 2025

As of January 1, 2025, the average pension in Ukraine is 5,789 UAH, which is roughly one-third less than the actual living wage.

This is according to calculations by EP, referencing data from the Pension Fund of Ukraine.

According to the PFU, as of January 1, 2025, there are 10.3 million pensioners in Ukraine, of which 2.8 million are employed.

The average pension amount in Ukraine on January 1 stands at 5,789.05 UAH, with working pensioners receiving an average of 6,302.76 UAH.

Meanwhile, in October 2024, the head of the budget committee of the Verkhovna Rada, Roksolana Pidlasa, reported that, according to the Ministry of Social Policy, the actual living wage is three times higher than the officially declared figure of 9,000 UAH.

As reported by the Federation of Trade Unions, according to the calculations of the Ministry of Social Policy, in November 2024, the average living wage was 8,537 UAH (considering mandatory payments).

Thus, the average pension in Ukraine is approximately 32.2%-35.7% lower than the data on the actual living wage for October-November 2024.

Reminder:

In 2025, the government will not increase social standards for the population due to significant budget expenditures, and funds have not been found for this purpose.

In 2024, the minimum wage was increased to 8,000 UAH, but in 2025 it will remain unchanged throughout the year.

Official documents calculate that a person should be able to live on 3,000 UAH, while the Ministry of Social Policy considers the actual living wage to be 9,000 UAH.
