New Housing Rental Subsidy for Displaced Persons in Ukraine

As of January 29, a new initiative has been launched in Ukraine – rental subsidies for internally displaced persons.

This was announced by the Ministry of Social Policy.

The program is aimed at individuals who have lost their homes due to Russian aggression.

Subsidies are available for displaced persons from occupied territories or combat zones, as well as for those whose homes have been destroyed and are uninhabitable (and who do not have alternative housing in free territories).

To qualify for the subsidy, the family's rental expenses must exceed 20% of their total income.

It is also noted that the tenant and landlord must not be relatives, the tenant cannot receive state housing assistance for internally displaced persons, and the landlord cannot receive compensation under the "Hiding Place" program.

The amount of the subsidy is calculated individually, taking into account the average income per family member, number of family members, and rental costs in a specific region.

The program also covers the landlord’s taxes: personal income tax, single tax, and military levy.

Subsidies can be applied for at Pension Fund service centers or CNAPs, as well as online via the Pension Fund portal or mobile app.

Reminder:

At the end of December, the government introduced rental subsidies for internally displaced persons as part of the "Winter Support" initiative. The Cabinet of Ministers extended rental subsidies for displaced persons across all of Ukraine.

Displaced persons moving to any government-controlled region can utilize the rental subsidy.
