The Verkhovna Rada has adopted a new resolution to ensure the continuity of local government operations in Ukraine amid military aggression from Russia. Legislative initiative No. 14031 received support from 308 votes.
According to this document, the preparation and conduct of local elections in accordance with national legislation and international democratic standards are impossible due to Russia's military aggression and the introduction of martial law.
Importantly, the responsibility for the delay in organizing elections is placed on the aggressor state – the Russian Federation.
Moreover, it is emphasized that the stable functioning of local self-governments and their exercise of powers is essential for maintaining the principle of continuity of power, public order, national security, state defense, and the life of communities.
The resolution confirms that rural, settlement, city, district councils, and their elected heads, chosen in accordance with the law (except for those whose powers have been prematurely terminated), continue to exercise their powers until a new council or head is elected in the next local elections.
After the cessation of military aggression and the lifting of martial law, the decision on conducting local elections will be made in accordance with the Constitution of Ukraine and electoral legislation.
Members of Parliament urge the international community to maintain unified efforts to ensure the continuity of local representative bodies in Ukraine during the military aggression from Russia.
Recall that on August 18, President Volodymyr Zelensky during a meeting with US President Donald Trump stated his readiness to hold elections after the war ends.
