Fraudulent Medical Documentation Scheme Uncovered in Kyiv

Under the supervision of the Office of the Attorney General, investigators from the State Bureau of Investigations have detained the head of a municipal medical facility of the Kyiv City Council, along with two department heads — psychiatric and emergency.

According to the investigation, officials organized a scheme for the fraudulent issuance of disability groups for conscripts seeking to avoid mobilization and leave the country under the guise of being disabled. The scheme involved document forgery related to alleged inpatient treatment, preparation of medical conclusions, and subsequent decisions by the MSEC commission to establish a second disability group.

The detention, in accordance with Article 208 of the Criminal Procedure Code of Ukraine, occurred immediately after the facility head received the last part of an unlawful benefit amounting to $5,000 for the 'registration' of disability. The total documented sum of bribes received is $11,000 and 4,196 UAH. Currently, searches are being conducted, documentation is being seized, and all individuals involved in the illegal activities, as well as citizens who unlawfully benefited from such 'services', are being identified.

The detained individuals are being prepared for notification of suspicion, and a preventive measure is being decided upon. The pre-trial investigation is conducted by investigators of the GSU of the SBI under the operational support of the GOU of the SBI. According to Article 62 of the Constitution of Ukraine, a person is presumed innocent of committing a crime until proven guilty in a lawful manner by a court verdict.
