Fuel Customs Clearance Crisis at the Ukrainian Border

The Ukrainian border is experiencing significant issues with fuel customs clearance. Since late June, market participants have reported delays in fuel truck deliveries.

This is reported by the industry publication enkorr.

According to a source at the Energy Customs, the delays are due to a malfunction in the interaction between the State Customs and the State Tax Service systems.

"There is a program at the State Customs that automatically connects to the tax authority's database to verify the presence of a license – this is one of the mandatory conditions for customs clearance. This connection has been disrupted. The system cannot see the license, and thus the cargo cannot be processed," the source said.

It is expected that the connection between the systems will be restored shortly.

In addition to the technical issues in Ukraine, the situation has been complicated by problems on the Polish side. According to transporters, the customs system in Poland has also faced disruptions.

"The software on the Polish side crashed, and only an hour ago it started working again. During this time, only 15 trucks were allowed through," reported one trader.
