A new section titled "Construction Payment" has been introduced in the "DIIA" app as part of the recovery program.

"If your home was destroyed due to military actions, you can build a new one on your land with state compensation under the recovery program," the message states.
The service is available to those who lost their private houses due to military actions and have a plot of land to build a new one. Construction can only occur on controlled territories where active hostilities are no longer present.
To receive compensation:
1. Submit a compensation application through DIIA or at your local administrative center. After review, you will be assigned a compensation amount that will appear in DIIA.
2. Register the commencement of construction works on the DIIA portal or at your local administrative center.
3. After receiving compensation, cancel the ownership rights to the destroyed property.
4. Submit a funds payout application in the DIIA app: Services → Recovery Program → Construction Payment.
You need to update your bank details and select the object where construction is taking place according to the previously submitted notification.
The payment is made in two installments of 50%. The first installment must be spent 90% and confirmed in "DIIA." It must be used within 18 months, and both installments within 36 months from the date of receiving the first one. Otherwise, the payment will be returned to the state.

Through the "DIIA" app, you can submit a claim to the Damages Register for compensation for emotional distress due to the loss of a close family member.
