According to a recent Google study (February 2025), Ukrainian children start using the internet actively from the age of five, spending at least an hour online each day. For teenagers, this figure is significantly higher — 79% of them spend over three hours online daily. This widespread presence of children in the digital space requires special attention to their safety.
To combat cyberbullying, fraud, and unwanted content, Ukraine has launched the ‘Safer Internet Center’. This initiative is implemented by the NGOs ‘Magnolia’, ‘La Strada-Ukraine’, and ‘Docudays’.
The Center operates in three directions:
StopCrime Hotline
This hotline accepts reports concerning materials of sexual violence against children online, facilitates their blocking, investigation, and collaborates with the international network INHOPE. The StopCrime project was created with the support of the Ministry of Digital Transformation of Ukraine, Diia.Education, and the Cyber Police Department of the National Police of Ukraine to combat online violence against children and assist in investigating such crimes.
Support Line for Children and Youth 116111
The national hotline for children and youth provides psychological and legal assistance to children who have become victims of online violence or have encountered other internet threats.
Awareness Activities
The center conducts informational campaigns for children, parents, educators, law enforcement, and anyone interested in learning more about digital hygiene.
Safer Internet Centers are a common practice in EU countries and are supported within the Insafe network and the Better Internet for Kids Strategy. The Ministry of Digital Transformation collaborates with European partners to create a safe space for children in the digital environment and ensure new opportunities to protect citizens' rights online, which are available in most EU countries and are now implemented in Ukraine.
