New Regulations for Mobile Operators: Tackling Spam Calls

The Ministry of Digital Transformation is providing mobile operators with tools to combat spam calls and intrusive advertising. These measures are part of a new regulation approved by the Cabinet of Ministers of Ukraine on June 25, 2025.

To reduce the number of spam calls, businesses will be required to sign contracts with operators and register the numbers from which they can call. If this requirement is not met, calls from these numbers will be automatically blocked.

In addition, mobile operators will soon have the capability to block mobile numbers after receiving reports from users about spam calls.

The regulation also introduces changes to other important rules. In particular, users will be able to disable content services on their own through personal accounts, without needing to contact operators. Full control over expenses will also be provided in these personal accounts.

Moreover, operators must clearly state internet speeds in contracts. If promised speeds of 100 Mbps result in only 40 Mbps being delivered, this will be considered a breach of contract. Users can also file complaints with the NCCIR or take legal action if actual speeds are lower.

Another significant change involves supporting Ukrainians in conflict zones. According to the new rules, users should not lose connectivity due to non-payment, and their SIM cards should not be blocked for unpaid services. Upon the first network access, users should also be provided with a free communication package.

All the aforementioned changes, including the blocking of spam calls, will be gradually implemented to allow mobile operators time for technical adjustments.
