Hidden Cyber Attacks in Ukraine: Why They Remain Silent

Many cyber attacks in Ukraine go unnoticed, with only about 20% becoming public knowledge.

This was stated by the founder of AmonSul and a key figure in the Ukrainian cybersecurity community, Serhiy Kharyuk, in an interview with EP.

"For every incident that is publicly discussed, there are at least four others that remain silent. This is especially true for the private sector," he noted.

Kharyuk cited an example where a bot that collects personal information revealed data allegedly "leaked" from a pharmacy network. Although there was no official confirmation of a data breach, the mere existence of such data suggests a possible hack.

Regarding whether the state should publicly report cyber incidents, Kharyuk emphasized that this is a complex issue, particularly during wartime. If it pertains to defense forces, public disclosure may not be advisable. However, in the civilian sector, transparency allows other organizations to learn from mistakes.

"For instance, 'Kyivstar' admitted they were hacked, but real cooperation only began after the attack on UZ. Then their specialists came to assist with recovery, but that was more like help after someone has already broken their leg," he added.
