The President of Ukraine, Volodymyr Zelensky, has signed a new law aimed at enhancing digital infrastructure, which sets clear standards for mobile internet quality.
The announcement was made by Mykhailo Fedorov, the First Deputy Prime Minister and Minister of Digital Transformation, on Telegram.
«Today, the President signed law No. 12094, which establishes explicit communication quality requirements. This is another significant step towards ensuring fast and predictable mobile internet for all Ukrainians,» the statement reads.
With the enactment of this law, mobile operators are required to provide a minimum internet speed. The state sets the basic quality levels for subscriber services, which operators must adhere to.
Moreover, the quality control of internet services on smartphones is being strengthened. Ukrainians will be able to conduct speed tests independently, with real-time data automatically sent to the NCCP. This will enable the telecom regulator to quickly identify and address problem areas for improvement.
Another innovation is the lifting of the moratorium on operator inspections. This is expected to encourage operators to develop networks more vigorously in rural areas and cover regions that currently lack connectivity.
The law also facilitates the ongoing development of national roaming: after the end of martial law, Ukrainians will be able to switch between operators to stay connected during emergencies.
It is worth noting that the European Commission has approved granting Ukraine access to the «Roam like at Home» policy, allowing Ukrainians to use mobile services in the EU without extra charges. The official integration is expected to take place on January 1, 2026.
