Men aged 18 to 22 planning to travel abroad must possess a military registration document in either paper or electronic form.

This information was shared by Colonel Andriy Demchenko, spokesperson for the State Border Guard Service.

Recently, the government approved changes to the Rules for Crossing the State Border for Ukrainian citizens. The resolution was prepared by the Ministry of Internal Affairs.

Demchenko emphasized that this document has not yet been published, and the final details will be available only after it appears on the "Government Portal."

According to currently available information, men aged 18 to 22 will have the right to cross the state border during martial law.

It is important to note that this regulation does not apply to individuals specified in points 2-14 of the Rules, meaning those holding certain positions in state authorities. Travel abroad for this category can only be conducted for official business.

Direct quote: "For men aged 18 to 22, it is necessary to have both a passport and a military registration document, which must be presented to the representative of the State Border Guard Service at border crossing points in Ukraine.

Border control for this category of citizens will begin after the publication of these changes and their entry into force."
