New Measures to Support Business in Ukraine

Ukrainian President Volodymyr Zelensky has signed a new decree implementing the National Security and Defense Council's decisions aimed at supporting entrepreneurship and boosting the economy.

This information was published by the Office of the President.

According to the decisions made, a moratorium on unjustified inspections of businesses and state interference in economic activities is being introduced during the martial law period. The primary goal is to ensure the country's economic stability.

Key initiatives include:

  • The government must take measures within three months to expedite the identification and confiscation of assets belonging to sanction-designated individuals.
  • Within a month, the government is tasked with protecting the rights of foreign investors.
  • For low-risk enterprises, restrictions on inspections will be introduced (except for those dealing with excise goods);
  • Additionally, plans are in place to eliminate overlapping functions among regulatory bodies and enhance inspection transparency through the establishment of a unified state oversight information database.

The National Security Council also recommends that the Verkhovna Rada expedites the adoption of several legislative measures, including:

  • to strengthen business protection during criminal proceedings;
  • to provide investment compensation through taxation;
  • to reform state oversight;
  • to hold officials in regulatory bodies accountable;
  • to utilize seized Russian assets.

Oversight of the implementation of these decisions has been assigned to the Secretary of the National Security and Defense Council, Rustem Umerov, and the decree takes effect upon publication.
