On July 2, the Infrastructure Restoration and Development Service of Kyiv Region awarded a contract to "Ukrainian Construction Company" for the construction of a residential complex in Borodyanka worth 258.50 million UAH.

According to reports from "Our Money" citing "Prozorro", a new nine-story building for 270 people, equipped with an underground parking lot and a shelter, is set to be built by the end of 2026 on Central Street, 353. The previous building at this location was destroyed during Russian bombardment in March 2022. In November 2022, British artist Banksy created a mural on its ruins.

The project is financed by the Fund for Eliminating the Consequences of the Armed Aggression of the Russian Federation.

The publication notes that while market prices for concrete and equipment are being used, some items are not priced, and prices for certain construction materials are inflated.

"At the same time, the calculated salary for construction workers appears to be understated. This suggests the possibility of salary payments in envelopes. The budget includes an average salary of 19,087 UAH for workers. According to the Pension Fund, the average salary for pension calculation is slightly higher at 20,355 UAH, while the average salary for construction vacancies in Kyiv, according to Work.ua, is significantly higher at 37,500 UAH," the publication suggests.

LLC "Avtomagistral-Zakhid" proposed a price 1,000 UAH lower, but their bid was rejected for not rectifying deficiencies within a day. A more expensive competitor was LLC "Buildgroup", which did not lower its price during the auction.

Currently, "Ukrainian Construction Company" from Irpin is owned and managed by Serhiy Kutovyi from Luhansk region.

The duties of the head of the Kyiv Region Restoration Service are performed by Vasyl Cherniuk.
