The European Commission has proposed to integrate Ukraine into the "Roam like at Home" mobile space starting January 1, 2026. This will enable Ukrainian citizens to use mobile services in EU countries without incurring additional costs, just like EU citizens in Ukraine.
The agreement encompasses calls, SMS, and mobile data at domestic rates, guarantees access to emergency services, and ensures uniform quality of communication. The current voluntary agreement between Ukrainian and European operators will be extended until the end of 2025.
The decision requires approval from the EU Council. The Commission noted that Ukraine has fully aligned its legislation with EU roaming rules, which was a prerequisite for integration.
This marks the first sector in which Ukraine will achieve the status of an internal EU market under the Association Agreement.
