A New Chapter for Defense Industry: The Digital Register of Arms Dealers

The Ukrainian government has approved an updated digital register for arms dealers, as reported by the Ministry of Defense.

This register will serve as a unified electronic platform for manufacturers and suppliers of defense-related goods, works, and services, providing secure connectivity among participants.

"The register will help minimize corruption risks, enhance security, and ensure fair competition," said Prime Minister Denys Shmyhal.

According to the Ministry of Defense, the register is a closed system that minimizes the possibility of data leaks through distributed access rights.

For state customers, the register will provide up-to-date and secure information about suppliers, as well as risk assessment tools. Manufacturers will gain clearer rules for participation in defense procurement. In the future, military-political leadership will be able to use this system to analyze the capabilities of the defense industry and make strategic decisions.

"During wartime, information about Ukrainian arms dealers is sensitive and hard to access. Previously, customers directly approached specific suppliers, reducing competition and creating corruption and security risks," emphasized Deputy Minister of Defense Oksana Ferchuk.

With the help of the register, state customers in defense will be able to send requests for price proposals and receive verified information about suppliers.

"Suppliers will receive all requests regarding their declared goods, works, and services in their electronic cabinet, ensuring a more transparent procurement process," said Artem Romaniuk, head of the Digital Transformation Directorate of the Ministry of Defense.

The launch and updating of the register is part of the State Anti-Corruption Program amid the war and the push for digitalization of defense processes.

Notably, this fall, the President signed a law restricting access to information about defense industry enterprises in registries. The corresponding document was adopted in August.
