The Parliamentary Assembly of the Council of Europe (PACE) has unanimously adopted a new resolution urging the international community to intensify support for negotiations between Ukraine and Russia aimed at swiftly exchanging prisoners on a "all for all" basis.
The document highlights that 95% of the released Ukrainian prisoners experienced severe conditions, torture, and other forms of violence by the Russian side.

PACE Calls for Immediate "All for All" Exchange
The resolution adopted by PACE emphasizes the necessity of creating an international exchange mechanism involving the International Committee of the Red Cross and neutral states. The release of all Ukrainian military personnel and civilians is identified as an urgent priority.
The Assembly strongly condemned Russia's systematic violations of the Geneva Conventions. The resolution underscores that the situation of Ukrainian soldiers in captivity is critical and requires urgent action from the global community.
Specifically, the Assembly demands that Russia:
- establish specialized camps for prisoners with appropriate living conditions, medical care, food, and legal assistance;
- create a Joint Medical Commission to examine the wounded;
- launch an official Bureau of Information on prisoners;
- grant immediate access to international humanitarian organizations to places where prisoners are held.
PACE also officially recognized Belarus as a country that also holds Ukrainian prisoners of war, placing responsibility for their fate on it.
The Coordination Headquarters for the Treatment of Prisoners of War expressed gratitude to the Ukrainian delegation at PACE for their diligent work on this important document and for advocating key positions for Ukraine.
