Details: This document outlines the principles for creating and operating the centers and defines their activities. It regulates the interaction of the centers with state authorities, local self-government, Territorial Defense Forces of the Armed Forces of Ukraine, Special Operations Forces, and civil society institutions.
It is noted that the main goal of establishing such a network is to prepare Ukrainian citizens for national defense, develop patriotic consciousness, and acquire the knowledge and practical skills necessary for defending the country.
The centers will be established in regions and in the city of Kyiv as communal institutions or enterprises. The heads of regional or city state administrations (military administration chiefs) will initiate their creation, and the relevant regional councils will approve the decision.
The material and technical base of the centers will be formed at the expense of local budgets and other sources not prohibited by law. This includes training equipment, communication means, weapon models, training weapons, simulators, etc.
Certified specialists, primarily veterans of the Armed Forces of Ukraine, will be appointed as instructors in the centers, and active servicemen from the Territorial Defense Forces and Special Operations Forces may also be involved as needed.
The training plans of the centers will be developed based on standard programs from the Territorial Defense Forces command, taking into account regional needs.
