New Regulations for Gambling in Ukraine

As of April 1, a new law has come into effect in Ukraine that regulates gambling and its advertising. Currently, only certain provisions of this law are being implemented.

According to dev.ua, the new governing body for the gambling industry will be called "PlayCity," replacing the now-defunct KRAIL. The control over gambling activities will now be conducted through regulated play, alongside restrictions on access to illegal gambling websites.

Advertising of gambling is strictly prohibited, except for a few cases:

  • on television and radio during night hours (from 11 PM to 6 AM);
  • in media for individuals over 21 years old;
  • on platforms and search engines targeting audiences over 21 years old.

Sponsorship is also banned, with the exception of sports sponsorship.

Additionally, offering free bonuses and the participation of military personnel, volunteers, and public figures in advertising is prohibited, as well as the use of military themes.

The law mandates the blocking of illegal websites, raises requirements for game organizers, and prohibits licensing for individuals with tax debts. All transactions in gambling must be conducted in cash through bank accounts.

Lotteries are also subject to most of the restrictions applicable to the gambling business. The law sets requirements for the reputation of officials, tax debts, and limits connections with aggressor countries.

Moreover, limits on spending and gaming time, mandatory breaks, and "control purchases" during inspections with video recording are established. Accepting bets on credit is prohibited.

Law No. 4116-IX, signed by President Volodymyr Zelensky, also imposes limitations on online casinos, with the National Security and Defense Council's decisions on this matter taking effect on April 20, 2024.

Reminder:

President Volodymyr Zelensky has signed bill No. 9256-d aimed at strengthening control in the gambling market.

The procedure for liquidating the Gambling and Lottery Regulation Commission will commence on April 1.
