New Insurance Mechanism for Military Risks in Ukraine

Starting January 1, 2026, a new property insurance program against military risks will be implemented in Ukraine, providing direct compensation for damages to businesses in frontline areas and partial compensation of insurance premiums for companies across the country. 
According to the Ministry of Economy, this initiative is part of the policy to support Ukrainian manufacturers under the slogan "Made in Ukraine". The Export Credit Agency (ECA) will manage the program.
Only enterprises that are participants in the program at the time their property is damaged due to military aggression from Russia will be eligible for compensation.
The new military risk insurance mechanism is governed by the Order approved by the Cabinet of Ministers of Ukraine on November 28, 2025, No. 1541, which came into force on December 1, 2025.
Direct compensation for damages is provided to businesses whose property is located in high-risk areas (Dnipropetrovsk, Donetsk, Zaporizhzhia, Mykolaiv, Odesa, Poltava, Sumy, Kharkiv, Kherson, and Chernihiv regions, excluding occupied territories). 
The maximum compensation amount is up to 10 million UAH (taking into account related parties), but not exceeding the amount of actually confirmed damages. 
Participation in the program is voluntary and requires a one-time contribution of 0.5% of the total potential loss for damage/destroyed property included in the compensation program.
To receive compensation for damaged or destroyed property, it is necessary to register the property in the Register of Damaged and Destroyed Property and submit an application for compensation to the Agency.

Documents to be attached to the application include: 

  • documents confirming ownership, 
  • certificate of no tax debt, 
  • photos of damage (if available), 
  • inspection act, 
  • technical condition report, 
  • evidence of destruction/damage (acts/certificates from the State Emergency Service, national police, etc.) 
  • technical passport, act and property assessment report, documents for the signatory.

Compensation will be calculated within 30 days.
Partial compensation of the insurance premium for businesses across Ukraine
Companies can receive partial compensation of the insurance premiums for property insurance against military risks, contracted with insurance companies. The state compensates part of the insurance rate that exceeds 1%, up to 1 million UAH for each contract. Thus, if the insurance policy rate for military risks is 6%, the state compensates the difference - 5%, but within the total amount not exceeding 1 million UAH. 
For participation in the insurance premium compensation program, the enterprise must pay a contribution of 5,000 UAH to the ECA account with each application submitted. 

To receive partial compensation of the insurance premium, it is necessary to: 

  • Select an insurance company, conclude a contract with it, and pay the insurance premium.
  • Submit an application to ECA for compensation of the insurance premium along with the document package.
  • Receive compensation within 30 days.

The Ministry of Economy states that interested entrepreneurs can contact the Export Credit Agency for consultations.
