Ukraine's Delegation Formed for Peace Negotiations

Ukrainian President Volodymyr Zelensky has signed a decree to form a delegation to engage in negotiations with the USA and other international partners, as well as representatives from the Russian Federation, to achieve a fair and sustainable peace. The relevant decree №854/2025 has been published on the president's official website.

The delegation comprises:

  • Head of the Office of the President of Ukraine Andriy Yermak (head of the delegation),
  • Secretary of the National Security and Defense Council of Ukraine Rustem Umerov,
  • Head of the Main Intelligence Directorate of the Ministry of Defense of Ukraine Kyrylo Budanov,
  • Chief of the General Staff of the Armed Forces of Ukraine Andriy Hnatov,
  • Head of the Foreign Intelligence Service of Ukraine Oleg Ivashchenko,
  • First Deputy Minister of Foreign Affairs of Ukraine Serhiy Kyslytsia,
  • First Deputy Secretary of the NSDC Yevheniy Ostryansky,
  • Deputy Head of the Security Service of Ukraine Oleksandr Poklad,
  • Advisor to the Head of the Office of the President Oleksandr Bevz.

The head of the delegation is authorized to:

  • make changes to the composition of the Ukrainian delegation in agreement with the President;
  • engage state employees, institutions, and organizations to support the delegation's work (with the consent of their leaders), as well as scientific advisors and experts (with their agreement).

The Cabinet of Ministers of Ukraine is responsible for ensuring funding for expenses related to Ukraine's participation in the negotiation process with the USA and other international partners, as well as with representatives of the Russian Federation to achieve a fair and sustainable peace.

US President Donald Trump confirmed on November 21 that his administration has set the following Thursday as a deadline for Ukraine to agree to the White House's plan to end the Russian war.

Earlier, American media reported that the Trump administration had held secret consultations with the Kremlin to develop a new plan for ending the war in Ukraine. 

According to Axios, this plan consists of 28 points and is divided into four main categories: peace in Ukraine, security guarantees, security in Europe, and future relations between the USA, Russia, and Ukraine.

President Volodymyr Zelensky, following a conversation with US Vice President Jay D. Vance, stated on Friday that Ukraine, the USA, and Europe will work at the advisor level to make the path to peace genuinely viable.
