Innovative Pension System Strategies in Ukraine

Denys Uliutin, the Minister of Social Policy, held a significant meeting with representatives from the International Labour Organization, led by Aida Lindmeier.

«Our main goal is to create a contemporary and reliable social protection system that supports not only people but also the economy. This is not just about financial payments, but also about creating developmental conditions,» — emphasized Uliutin.

During the meeting, Helmut Schwarz, head of the International Labour Organization's Department of Public Finances, presented forecasts regarding the financial stability of Ukraine's pension system in the medium to long term.

The research provides an objective assessment of the financial resilience of the pension system. It highlights that without reforms, the Pension Fund's deficit will increase due to demographic changes. Implementing systematic changes can stabilize the situation while ensuring social justice and transparency.

The Ministry is currently collaborating with international partners to develop new legislation aimed at enhancing the pension system in Ukraine.

Key areas include:

  • A guaranteed basic payment for older adults to ensure a minimum standard of living.
  • Restoration of solidarity principles with a formula where pension size depends on contributions made.
  • Transformation of pensions for professional categories of workers.
  • Updating the accumulation system with government incentives.
  • Dignified support for veterans, including new pension payments for combat experience.
