Fraudulent Land Scheme: Prosecutors Issue Charges

Prosecutors from the Office of the Prosecutor General have announced charges against the organizer and five members of a criminal group who devised an illegal land registration scheme that resulted in losses to the community amounting to 12 million UAH (Part 3 of Article 27, Part 3 of Article 28, Part 4 of Article 190, Part 3 of Article 27, Part 3 of Article 28, Part 4 of Article 358 of the Criminal Code of Ukraine).

According to the investigation, a future deputy and secretary of the land relations commission of one of the village councils in the Kyiv region, along with a private notary, an administrator of the administrative services department, and three other individuals, exploited the trust of citizens wishing to privatize land.

The criminals received applications from citizens regarding the appropriation of land parcels, which were then forwarded to the land department with counterfeit documents for session decisions of the village council.

The investigation revealed that the citizens had not signed any documents nor submitted applications for land allocation.

After obtaining ownership rights based on forged documents, the perpetrators, through their private notary, organized the execution of sale agreements, making the organizer of the criminal scheme, who is also a village council deputy, the new owner.

In this way, they seized land parcels totaling 92 hectares, causing damages to the community amounting to 12 million UAH.

During searches in Kyiv and Khmelnytskyi, documents regarding the illegal alienation and subsequent deputy acquisition of the land parcels, including sales agreements and transfer acts, were seized.

The pre-trial investigation is being conducted by investigators from the Main Investigation Department with operational support from the Department of Internal Security of the National Police of Ukraine.
