Telecom operators will now have the ability to reserve all workers of construction crews who are laying down resilient, power-independent internet networks using xPON technology. This initiative ensures that Ukrainians remain connected while critical enterprises continue their operations without interruption. Providing reliable internet is crucial in frontline and border areas that are frequently shelled and suffer from prolonged power outages.
Following discussions with operators, providers, and relevant associations, the Ministry of Digital Transformation proposed amendments to resolution No. 76, which the Government has approved.
To reserve construction crew workers, a company must:
– be included in the list of critical enterprises authorized by the Ministry of Digital Transformation that are building xPON networks;
– be actively constructing xPON networks and have plans for at least one year ahead.
Mobile operators will also be able to reserve teams that are constructing energy-efficient networks on highways and national roads.
The reservation of construction crews will be managed through the Diia app, similar to emergency recovery reservations. The Ministry of Digital Transformation will compile a list of these companies, and conditions for inclusion are currently being worked out. Failure to meet construction plans will result in the provider or operator being removed from the list, leading to the cancellation of worker reservations.
Why is reserving specialist crews necessary?
– Government institutions and enterprises critical to the economy and defense will operate without delays or interruptions;
– an additional 1 million households will gain reliable internet access, allowing them to utilize government services, call emergency services, and stay connected with relatives;
– conditions for remote learning for students will improve.
Building resilient telecom networks is not only about convenient internet access but also about national security. The enemy seeks to cut off our communications, so the state is doing everything possible to keep connections stable despite all challenges. Developing energy-independent networks is one of the key points in implementing the electronic communications development strategy until 2030.
We continue to work to ensure that Ukrainians remain connected anytime and anywhere.
