The National Commission for the Regulation of Electronic Communications (NCR) has granted Kyivstar the permission to commence testing the innovative satellite technology Direct to Cell, which allows direct communication with smartphones. This marks the first instance in Europe where an operator embarks on the implementation of this technology, making it one of the first globally, alongside the USA, Japan, Australia, and New Zealand.
During the tests, Kyivstar will evaluate the SpaceX Direct to Cell technology, particularly its ability to receive text messages on standard 4G smartphones without the need for additional equipment. The first successful communication session has already occurred, with a Kyivstar SIM card registered in the Starlink satellite network in the USA.
This new communication format will enable coverage in so-called "white spots" — remote or damaged areas without traditional mobile signal. This technology is especially pertinent in wartime conditions when infrastructure may be destroyed or powered down. It will function in open areas with direct visibility of the sky.
Testing in Ukraine is set to begin in the summer of 2025, with wider access anticipated in the fourth quarter.
"With this step, we reaffirm our technological leadership. Direct to Cell will enhance our network and ensure connectivity even in critical conditions," stated Oleksandr Komarov, CEO of Kyivstar.
It is worth noting that Kyivstar signed a deal with Starlink, a division of SpaceX, to launch the Direct to Cell technology in Ukraine by the end of 2024. This is the first such agreement in Europe.
Additionally, recently the Ministry of Digital Transformation signed a memorandum with Kyivstar for the development of a Ukrainian LLM. The mobile operator will act as a strategic partner and investor in this project.
