Transition to Winter Time in Ukraine: New Developments

On the night of October 26 to 27, Ukrainians switched to winter time, setting their clocks back one hour at 4:00 AM. This means the day has been extended by an hour.

The concept of daylight saving and standard time was first implemented in the United Kingdom in 1908 to better utilize electricity throughout the day.
For many years, clock changes in Ukraine have occurred on the last Sunday of October and March.
This practice is governed by the Cabinet of Ministers' resolution from May 13, 1996, No. 509 «On the procedure for calculating time on the territory of Ukraine».

On July 16, 2024, the Verkhovna Rada adopted Bill No. 4201, abolishing the transition between summer and winter time. According to this legislation, a unified Kyiv time – UTC+2 – will be established in Ukraine. Thus, in 2024, Ukrainians will set their clocks back to winter time for the last time, and starting from 2025, the transition to summer time will be eliminated. However, this law has yet to be signed by President Volodymyr Zelensky.
