New Spam Blocking Regulations in Ukraine

As of October 2, new regulations allowing mobile operators in Ukraine to block spam numbers have come into force. The Ministry of Digital Transformation has clarified how citizens can take advantage of these changes. The relevant information was published on the ministry's official website.
«Tired of receiving calls from English schools and hearing about quick cash? With the new rules in place, you can now block spam calls. There are several options available to file a complaint about unsolicited calls that you did not consent to,» the statement reads.
The ministry advises citizens to file complaints about spam with their mobile operator or the government's hotline, or to submit an application to the National Commission for the Regulation of Electronic Communications through its website.

The operator will check the number against which the complaint was made and will block it if it meets at least two of the following criteria:

  •  calls are made without prior communication;
  •  the average duration of calls over the past 7 days is less than 60 seconds;
  •  more than 50% of calls are to different numbers;
  •  the number cannot be called back;
  •  recorded messages are played during the call;
  •  complaints from subscribers;
  •  the number of incoming calls that do not result in a conversation is less than 5% of total incoming and outgoing calls;
  •  the number is only for calls, not for SMS or internet use.

The relevant norms are enshrined in the Cabinet of Ministers' resolution dated June 25, 2025, No. 761 «On the Approval of Rules for Providing and Receiving Electronic Communication Services».
