The Verkhovna Rada has passed a new law ratifying the agreement between Ukraine and the Council of Europe to establish a Special Tribunal for the investigation of aggression crimes.
This was reported by MP Yaroslav Zheleznyak on his Telegram channel.
Legislative initiative No. 0328 was supported by 323 deputies.
The new law ratifies the agreement signed on June 25, 2025, in Strasbourg, regarding the formation of the Special Tribunal.
As noted in the explanatory memorandum, the ratification will enable the creation of a legal mechanism for establishing the tribunal’s foundation, determining its location, and involving other countries in the expanded agreement that will ensure the tribunal’s further functioning.
The adoption of this law will also help complete the internal procedures for the agreement to come into force, allowing the creation of a Special Tribunal for impartial investigations and judicial processes regarding individuals responsible for aggression against Ukraine.
On June 25, President Volodymyr Zelensky signed the agreement at the Palace of Europe in Strasbourg.
Prime Minister Denys Shmyhal stated that the tribunal will be an independent international institution within the framework of the Council of Europe. Its statute does not include personal immunities, meaning that high-ranking officials of Russia, including President Putin, can be held accountable.
On July 1, a draft law on the ratification of the agreement to establish the Special Tribunal was submitted to the Verkhovna Rada.
