The Ukrainian government has approved the distribution of 1.4 billion UAH in additional grants to 360 local budgets and regional budgets affected by the war, for the third quarter of 2025. According to the Ministry of Finance, these funds are intended to compensate for the revenue losses of local budgets due to combat activities and temporary occupation.
In particular, 635.7 million UAH will be allocated to 164 local budgets as compensation for losses from personal income tax. An additional 383.8 million UAH is designated for 81 communities as compensation for land use tax losses.
Moreover, 77 communities will receive 38.3 million UAH as compensation for losses from property tax, and 38 communities will get 56.8 million UAH as compensation for single tax losses.
The Ministry of Finance notes that 297.3 million UAH will be directed to the regional budgets of Donetsk, Kirovohrad, Odesa, Poltava, and Sumy regions to compensate for corporate profit tax losses.
"The state continues to support communities affected by the war or located near the front lines. This year, local budgets in these areas have received over 15.9 billion UAH in additional grants," the ministry's statement reads.
"It is essential for communities to use these funds effectively for the support of schools, hospitals, and social services, as well as to bolster the local economy," the ministry added.
The Ministry also reminds that the additional grants for local self-government are a financial support mechanism that helps communities in affected areas maintain the operation of critical institutions and preserve financial stability during wartime.
Such grants are stipulated in the law "On the State Budget of Ukraine for 2025".
