Revisions to Ukraine's State Budget for 2025

The Ukrainian government has submitted a revised version of the amendments to the state budget for 2025 to the Verkhovna Rada.

This was announced by the chair of the parliamentary budget committee, Roksolana Pidlasa.

The main points of the government’s final proposal include an increase in expenditures by 449.8 billion UAH, which includes:

  • +412.4 billion UAH - for defense (including +215.9 billion UAH for the purchase of weapons and equipment),
  • +18.1 billion UAH - for the reserve fund,
  • +4.6 billion UAH - for feeding elementary school students nationwide and 5-11 grade students in frontline areas,
  • +3.4 billion UAH - a new program from the Ministry of Digital Transformation to purchase equipment for testing promising defense tech solutions,
  • +3.1 billion UAH - for procuring medicines for state-funded treatment of cancer, viral hepatitis, rare diseases, etc.,
  • +2.77 billion UAH - to increase the charter capital of the Innovation Development Fund,
  • +1.5 billion UAH - a subsidy to local budgets for developing a network of military lyceums,
  • +1.16 billion UAH - support for war veterans and their families,
  • +0.8 billion UAH - continuation of the creation of the National Military Memorial Cemetery,
  • +0.65 billion UAH - for the Ministry of Justice to cover payroll in the penitentiary system.
  • According to Roksolana Pidlasa, the changes balance primarily the state bonds and revenue overperformance:
  • 184.9 billion UAH - increase in funds raised from state bonds,
  • 147.5 billion UAH - overperformance and expected overperformance of budget revenues,
  • 65.1 billion UAH - reduction in state bond repayment expenses,
  • 46.7 billion UAH - decrease in debt servicing costs,
  • 3 billion UAH - reduction in expenditures for ensuring state-guaranteed debts.

The Verkhovna Rada is set to review these budget changes within the next two weeks.
